Difficulties Remain for Aid Distribution in Gaza's Urban Center Despite Truce

While the access route at the Egyptian border becomes operational in the coming days, relief agencies face significant challenges providing aid to northern Gaza, the area worst hit by food shortages, analysts state.

Transportation Issues

Primary highways are virtually unusable due to extensive devastation across the devastated territory – or are still occupied by military units. Any vehicle that breaks down is probably will be instantly looted.

The primary crossing, the key gateway to the north, destroyed during two years of conflict, has been closed for multiple weeks, and government representatives have notified NGOs in Gaza that there are no current intentions to reopen the border point, as stated by aid workers.

Destruction in Northern Territories

The main city was the target of a major Israeli offensive begun in August that was continuing when the ceasefire deal was agreed upon last week.

Damage in the north has been extensive, with complete communities including local municipalities and Beit Hanoun in destroyed as well as many of the peripheral zones of the main city.

"Any activation of a crossing into Gaza is positive, but we need to make sure we can access populations where they are," commented a senior director from a humanitarian organization.

Aid Situation

Local residents said many of the roughly 300,000 people who have come back to the northern area from the densely populated southern area where they had been living during the armed conflict were now "living" among the ruins of their homes, often without any shelter and with limited supplies or resources.

A spokesperson from a humanitarian body said the destruction in Gaza City was "overwhelming".

"It is street after street, home after home ... there is extreme need for water. It's pretty harrowing. We must have every border point open," the representative, who was in the northern city in recent days, said.

Insufficient Entry

A community leader working from Gaza City said the necessities in what used to be the area's thriving business and cultural hub were "overwhelming".

"People have this optimism and optimism but there needs to be immediate enhancement on the access routes. There has been no substantial progress on the ground yet," the representative stated.

"There remains a insufficient volume of aid [and] we are now commencing to comprehend the level of destruction. Multiple thoroughfares are completely covered in debris ... there is hardly any residence that is safe. We see destruction and unexploded bombs across the region."

Ongoing Developments

On Saturday, relief groups said small quantities of essential fuel entered Gaza for the initial occasion in seven months, along with deliveries of grain products, rice and farm products. The additional resources sent commercial prices falling.

Within a central community, a community member said there had been certain progress since the peace agreement.

"Commercial areas are stocked with food, vegetables, and fresh fruit, although the prices are continuing to be expensive and not accessible for all people," the resident stated.

Winter Needs

"The crucial necessities currently, specifically due to the arrival of colder weather, are to have a temporary housing to shelter us from the cold weather and winter clothes because the stores do not have sufficient clothing for us or, if they exist, they are very few and prohibitively costly."

Multiple internationally-backed food preparation facilities in various locations have resumed functioning since the peace agreement.

Support Delivery

Vehicles were reported to have passed via the border access point via the eastern border to Gaza during recent days, though specific quantities were uncertain.

Israel's public broadcaster stated that Wednesday's assistance transports would include nutritional supplies, treatment resources, fuel, cooking gas and equipment to fix crucial facilities.

"Humanitarian aid keeps coming into the Gaza Strip through the border access point and other crossings after Israeli security inspection," an military representative stated.

Distribution Challenges

But counting the quantity of vehicles could be deceptive, warned a professional from an international NGO. "It's crucial to understand the contents of the trucks and their loading status for it to be a really meaningful indicator," the official added.

Commercial operators are transporting groups of transports carrying chocolate, soft drinks and treats, which have minimal health benefits, while emergency treatments for children or individuals who have been without proper sustenance for two years are scarce.

Treatment Situation

Throughout the main city, only few medical centers are operating, compared with numerous in July.

Various groups have significant funding in assistance materials stored in the region awaiting entry. A humanitarian body assisting the population across the area for a long time has three months' worth of sustenance for everyone in Gaza in place to be transported.

"We possess the resources, the instruments and the capabilities ... we just need the permission," said one aid worker, recently returned from Gaza.

Governmental Considerations

A proposed plan outlines that "full" aid should enter Gaza and be provided through the UN and humanitarian networks, without interference from both combatant organizations or state authorities.

This appears to exclude the debated authority-approved relief agency which began operations in spring, causing disorderly situations and hundreds of deaths as crowds of aid-seekers congregated around its aid locations.
